Grist For The Mill

Could someone please tell me where in the procedures manual it tells school officials to order a lockdown of a school following a bomb threat? WTF? Yeah, that was the case in Yellowknife today. A bomb threat was made and school officials said they were following school policy and ordered a lockdown of the school, students still inside while police search for the bomb. Yeah, that makes a lot of sense. Pen them up while the bomb goes off, so they can be REAL close. If they didn't look stupid before, they certainly do now...grist for the mill, people, grist for the mill...
